Dragoon gunsmithing shop, range on agenda

Jim Schmidt is hoping for a favorable review by the Cochise County Planning and Zoning Commission members of his special-use permit application for a gunsmithing shop and firearm testing range on a remote 38-acre parcel near Dragoon on Jackalope Road.

Schmidt emphasizes that the range will be for test-firing of guns associated with his gunsmithing operation. It will not be a public shooting range.


The gunsmithing business would be housed in an existing 1,200-square-foot metal building, with the firearms testing range at an existing 60- by 300-foot outdoor area adjacent to the metal building. There will be no retail sales of firearms.

Firearms to be repaired will be shipped to the address for repair and then sent back to the owners. Schmidt has stated his customers include law enforcement agencies.

Though planning staff has recommended approval of the special-use permit request with a number of conditions, 25 residents in the area and in Dragoon have sent in letters of opposition stating their concerns of noise, stray bullets and lead poisoning.

Palominas retail

The commission also will decide whether to recommend a rezoning request made by Danny and Mary Mullins to establish retail shopping center on the south side of Highway 92 in Palominas. The 2.27-acre parcel is currently zoned RU-4 (residential with a four-acre minimum lot size). The request is to change that to GB (general business). The plan is to have a 14,000-square-foot retail center with seven individual retail spaces of 2,000 square feet each.

Also on the agenda is a request for a special-use permit to allow overnight boarding of pets at Leather and Lace Pet Grooming at Highway 92 and South Riverside Street in Palominas.

Lloyd and Bonnie Trachtenberg propose to construct an additional boarding and grooming structure, several dog runs and other ancillary structures to accommodate 45 pets on the 27,000-square-foot parcel.

Staff recommends approval of the request.

Whetstone business

Another special-use permit request will be considered in Whetstone to allow for the manufacture of ornamental concrete statuary, fountains and pottery located at Paradise Fountains and Pottery at 2566 N. Calle Primero. No new structures will be built as the manufacturing supplies and paint can be housed in a small garden shed on site.

The property, however, has a history of noncompliance, according to the planning report. In February 2004 there was a violation for operating an impound yard without a permit. In May 2007 a violation was issued for operating a pottery manufacturing business without a permit. The property is owned by Charles and Carson Spegal.

The commission members will also discuss the preliminary plat of King Ranch Subdivision. It is proposed as a 160-lot subdivision on 478 acres one mile west of Kings Ranch Road in Palominas.

The county planning and zoning commission meeting will be held at 4 p.m. on Wednesday (Oct. 10) at the county supervisors meeting room at the county complex on Melody Lane.
