P&Z requests include St. David detox facility

The outcome of three special-use permit applications will be determined by the county Planning and Zoning Commission during Wednesday's meeting.

Barry Ellis of Inde Motor Sports Ranch is seeking a special-use permit to legitimize an existing private air strip on 465 acres formerly owned by the Earnhardt family off of Airport Road, according to documentation by planner Keith Dennis.

Last November, the commissioners approved a special-use permit for outdoor recreation on the acreage. Though the landing strip was considered an accessory use during the property's ranch days, the designation change from agriculture to outdoor recreation eliminates the accessory use of it.


To be in compliance, the air strip's special-use permit has to be approved by the commissioners.

The air strip is 80 feet wide and 3,800 feet long, running along the southernmost property line of the parcel. Ellis intends to pave the landing strip and taxi-way and divert run-off into irrigation ponds on the property.

Anna and Moses Tyler have requested a special-use permit to construct a 1,740-square-foot training center, a 1,680-square-foot site built home, a 960-square-foot manufactured home, a 400-square-foot guest house and a 900-square-foot accessory building, states Dennis in his printed report.

The 90.83-acre parcel is located on Sunshine Lane in St. David. The Tylers have gotten approval from the owners of the property to develop 10 acres as a faith-based education service with a mission to provide a 21-day detox program as well as agriculture and nutritional programs.

Staff is recommending denial of the request, due to objections from the local, rural residents who sent in a petition of opposition with a number of names and letters.

Planning and Zoning also has received a petition in favor of the proposed uses with the majority of the signatures from residents residing in Huachuca City, Benson, Willcox and Sierra Vista.

An application for a special-use permit to allow applicant Herbert Fehling to care for his ailing 93-year-old father who lives on a 4-acre parcel on Reynolds Road in Hereford.

In the notification process, planning and zoning received one letter of protest, which requires the need for the special-use permit process, explains planning manager Susana Montana. Fehling is proposing a small manufactured home and its own septic system.

The department has received 10 letters of support and four letters of opposition. Montana is recommending approval of the permit.

The agenda items for two special-use permits for two billboards in Whetstone by Jones Billboard were withdrawn due to the unanimous denial vote of the Board of Supervisors on applications made by Stott Outdoor Advertising at a recent meeting.

The Cochise County Planning and Zoning Commission will meet at 4 p.m. on Wednesday at the Board of Supervisors meeting room in the county complex on Melody Lane in Bisbee.
