Sexual abuse charge brings indictment

Jack Samuel Belin of Tucson was indicted by a Cochise County grand jury Thursday on charges of kidnapping, aggravated assault and aggravated sexual assault for an alleged attack on a Benson woman at Safeway.

Interim Police Chief Paul Moncada said Belin, 34, working as a repairman at the grocery store on Aug. 14, allegedly lured a 29-year-old Benson woman, who is mentally disabled, into a back room where he proceeded to "fondle her and take sexual advantage of her."

Moncada said the woman's parents reported the alleged assault to the police that same day.


"After the parents reported it, we were able to identify the suspect fairly quickly," Moncada said. "We tried to get him in here for questioning immediately, and at least give him the opportunity to tell his side of it. But he refused."

Moncada said the Cochise County prosecutor's office gave them the go ahead to arrest Belin on one count of sexual abuse, aggravated assault and child/vulnerable adult abuse on Sept. 8. Justice of the Peace Joe Knoblock set his bond at $500,000.

The kidnapping, aggravated assault and aggravated sexual assault are felonies.

Belin remains in Cochise County Jail in Bisbee, authorities said.

" Two things with this:

First, good job to the investigators who handled this case. Anyone who takes advantage of a handycapped person, especially the way this piece of trash did needs to be taken care of. The Investigators at Benson P.D. have built a good enough case to put this predator where he needs to be. Obviously they did a great job because I dont see any remarks from the morons who continuously try to impress us with their intelect by bashing on Benson P.D.

This brings me to my second point. When the papres make it sound as if Benson P.D. is operating in a shady area (whether they are or not) you can always count on a few people to add their opinions on how terrible the Officers and Command staff are. I really don't think these people have any idea what happens in Law Enforcement and they make that clear everytime they throw in a comment. Maybe they could post an atta boy sometime. If not, make some room in Benson and go somewhere else. WE DON'T NEED YOU HERE! Give credit where credit is due, don't jump to conclusions and know what you are talking about before you make a donkey -wink wink- out of your self. "

I agree the investigators did a good job on that case.
However a few of us who have lived in Benson a longtime have seen good officers retire good officers come and go.
however you fail to understand yourself, that police officers are human and sometimes use their personal feelings to do their job. Which in Benson seems to be the norm

Some of us know and have known for a longtime about the benevolent attitude of the city Government and Benson Police Department,

So that being said, there are some still on the force they have their own ideals about law-enforcement and the way it should worked in Benson.
In which sometimes border on ethics while on duty issues.

One more thing
