Council OK's third-party contracts

Without discussion, the Benson City Council Monday night voted to create or renew several third-party contracts for services ranging from engineering to asphalt and paving services.
The contracts were all placed under the consent agenda, which allowed council approval in one motion.
With fewer staff members in the building department, the city has started relying on outside services for inspections and inspection of development plans.
For engineering, the council renewed contracts with CHEM Hill, Engineering and Environmental Consultants, Inc., PSOMAS, Willdan Engineering, Stantec and Sunrise Consulting.
In a statement to the council for each of the contracts, Public Works Director Brad Hamilton said the companies will be used on an "as needed" basis.
As needed, the city will pay up to $218 an hour depending on the services required.
Contracts were also approved for K&B Asphalt and D. Fenn Enterprises, Inc. for paving and asphalt services. Fees for the two companies range in hourly and daily rates.
Mayor Mark Fenn and Councilman John Lodzinski abstained from voting on the consent agenda, citing a conflict of interest.
The council also approved a bonus for city staff this year, giving them paid days off on Christmas Eve and New Year's Eve.
Finance Director Jim Cox said it will cost the city about $25,000.
Vice Mayor Toney King said the bonus is important since no employees received raises this fiscal year.
In giving to the community, the council unanimously approved a $750 donation to the Arizona Rangers Benson Company to help offset the cost of hosting the annual Arizona Rangers Territorial Days on Feb. 13-14.
The council also renewed a $1 lease with the Benson Food Bank, which will continue to utilize the city-owned building on Huachuca Street. The city also pays the utilities for the food bank portion of the building.
The other half of the building is leased by the Benson School District.
In light of the holiday season, the council also voted Monday night to cancel the regular meeting set for Monday, Dec. 28. The next council meeting will be Jan. 11, 2010.

Were bids received on these services?
It appears the issue had already been agreed on since no discussion was held. Two council members had conflicts of interest. That makes it even more suspect. The contracts were all placed under the consent agenda, which allowed council approval in one motion. Why?
Is Benson back to the days of the good old boys? "
